Jennifer routinely advises hospitals, health systems, and physician groups on Certificate of Public Need (COPN) matters, state licensure compliance, Stark Law and Anti-Kickback Statute compliance, and Medicare reimbursement matters. She also provides general business and employment-related advice for physician groups and ancillary providers.
Jennifer has been listed in Virginia Super Lawyers Rising Stars magazine (2016-2021) and named among Virginia's "Legal Elite" by Virginia Business magazine (2016, 2018-present). She is also listed among the “Ones to Watch” by Best Lawyers® (2021-present) and is listed among the "Up & Coming Lawyers" by Virginia Lawyers Weekly (2020).
She is an active member of the Virginia Bar Association (VBA), serving as the chair of the VBA's Young Lawyers Division from 2019-2020. Jennifer is the 2023 recipient of the VBA Young Lawyers Division’s Sandra P. Thompson Award, which recognizes outstanding work and long-term service. She previously served the VBA Young Lawyers Division as chair-elect (2018-2019); secretary-treasurer (2017-2018); and development editor of the Young Lawyers Division’s publication, Opening Statement (2015-2017). Jennifer is licensed to practice law in Virginia and New York.
Jennifer joined Williams Mullen in 2016 after practicing law for several years at another health care law firm in Richmond. Prior to that, she worked in the executive compensation and employee benefits group at Willkie Farr & Gallagher LLP in New York City. She received her Juris Doctor degree from the University of Virginia School of Law, where she was on the editorial board of the Virginia Law Review and served as a Dillard Fellow. She received a Bachelor of Arts degree, magna cum laude, from Syracuse University.

- Counseled a large emergency physician group in a comprehensive corporate reorganization, including organizational, employment, and service agreement advice.
- Represented an academic medical center in securing multiple Certificates of Public Need (COPN) to enhance access to care, including for critical pediatric service lines.
- Assisted a health care system in a comprehensive review and revision of its record retention policies to conform to Virginia regulations.
- Advised a mobile optometry provider on the corporate practice of medicine (CPOM) and licensure rules across multiple states.
- Strategized and negotiated multiple complex vendor and service contracts for a health system, including for telehealth, neurosurgical, and radiation therapy services.
