On Feb. 25, 2019, Richmond City Council voted to approve a special use permit authorizing Harper & Associates to develop “Belle Heights”, a 111-unit townhome community located on a former industrial site in Richmond’s Swansboro neighborhood. Williams Mullen’s Preston Lloyd represented Harper & Associates throughout the planning and development review process.
