Williams Mullen is pleased to announce the addition of six attorneys to the firm’s Health Care Section. Jamie Baskerville Martin, Jeremy Ball and Dominic Madigan have joined Williams Mullen as partners in the Richmond office. Ms. Martin will serve as Co-Chair of the Section. In addition, Maggie Krantz and Ashley Provost have joined as of counsel and will be based in the Richmond and Virginia Beach offices, respectively. Jennifer Ligon has joined as an associate in the Richmond office.
These attorneys have extensive experience in the representation of the health care industry on a wide range of regulatory and transactional matters. They represent hospitals, long-term care providers, payors, physician groups and other clients in federal regulatory matters, including the Stark Law, Medicare compliance and the Health Insurance Portability and Accountability Act of 1996 (HIPAA). At the state level, they represent clients in Virginia Certificate of Public Need (COPN) matters and in other matters before agencies, including the Virginia Department of Health, the Department of Medical Assistance Services and the Department of Health Professions. Their practice also includes the representation of hospitals, long-term care providers, payors and physician groups in operational and corporate governance matters, as well as transactions including joint ventures, mergers and acquisitions.

Ms. Martin represents hospitals, physician groups and other health care entities in mergers, joint ventures and other relationships, combining her legal experience with practical insights on the competitive landscape faced by providers. She maintains a significant COPN practice, representing health care providers at all stages of the process, from strategy to litigation. She helps clients navigate the numerous complex state and federal laws that regulate the health care industry and brings a strong understanding of the health care marketplace. Ms. Martin has practiced health care law for nearly 19 years. Martindale-Hubbell has rated her an AV-preeminent attorney, its highest rating available, and she was named the Best Lawyers® Health Care Law “Lawyer of the Year” in Richmond in 2014 and 2016.
Mr. Ball provides practical, solution-oriented advice to a wide range of clients in the health care industry. He advises hospitals, nursing facilities, physician practice groups, ancillary health care providers, managed care health insurance plans and individual practitioners on transactional, regulatory and reimbursement matters, including mergers and acquisitions, joint ventures, licensure and certification, Medicare and Medicaid appeals, contract negotiation, COPN, fraud and abuse compliance and HIPAA. Mr. Ball served in the U.S. Army for 14 years before entering private practice. He was listed among Virginia’s “Legal Elite” by Virginia Business magazine in 2015, and he was named a “Rising Star” by Virginia Super Lawyers magazine from 2009-2011.
Mr. Madigan focuses his practice on providing transactional and regulatory representation to health care clients, including hospital systems, long-term care providers and physicians and physician practice groups. He provides counsel on a variety of complex business and legal matters, including acquisitions, joint ventures, Medicare, Medicaid and other reimbursement matters. He also advises health care providers on state and federal regulatory issues, including COPN, licensure and the Stark Law. Mr. Madigan served as a federal appellate clerk and has practiced health care law for 16 years. He was named a Virginia Super Lawyers magazine “Rising Star” from 2007-2010.
Ms. Provost rejoins Williams Mullen after having worked at the firm from 2006-2011 before practicing as in-house counsel for two large nonprofit health care systems. She focuses her practice on mergers, acquisitions, joint ventures and physician-hospital contractual matters. Her clients include hospitals, outpatient facilities, long-term care providers, physicians, physician practice groups and other health care entities.
Ms. Krantz represents physicians, physician groups, ambulatory surgery centers, diagnostic imaging centers, hospitals and health systems, nursing homes and other health care entities in a variety of state and federal regulatory matters. She has experience advising clients on issues such as COPN, state certification and licensure requirements, medical staff matters, Anti-Kickback Statute (AKS) and Stark Law compliance, Medicare billing issues and HIPAA.
Ms. Ligon focuses her practice on transactional and regulatory matters, including state licensure requirements, AKS and Stark Law compliance, Medicare and Medicaid reimbursement issues, HIPAA compliance, and COPN matters for hospitals, long-term care providers and physician groups.
