Garland Carr represents electric cooperatives and other energy companies in regulatory, transactional, corporate, and public policy matters. She also represents companies in various matters before the Virginia State Corporation Commission. Garland has extensive experience in utility regulation after spending seven years as staff counsel for the commission’s Divisions of Utility Accounting and Finance, Public Utility Regulation, and Utility and Railroad Safety. In addition, Garland represents clients in energy project development and energy transactional matters, with a focus on helping clients develop, construct, own, operate and manage electric power projects utilizing renewable resources (solar, wind, and hydro).

Garland earned her J.D., magna cum laude, in May 2011 from the University of Richmond School of Law. While in law school, Garland was the recipient of the John Marshall Scholarship and won the CALI Award for Security Regulation, Advanced Legal Research and Animal Law.  She was the managing editor and on the Executive Board of the University of Richmond Law Review. Before attending law school, Garland taught Latin for twelve years in Chesterfield County, Virginia. She earned her B.A., with distinction, in Classics from the University of Virginia. While an undergraduate, Garland won the Anne Marye Owen Prize for Greek, was on the Dean’s List and was a member of the Golden Key Society.
